IonQ (NYSE: IONQ) is a quantum-computing company that develops hardware and software for businesses. It competes with firms including D-Wave Quantum Inc. (NYSE: QBTS) and Rigetti Computing, Inc. (NASDAQ: RGTI). On October 15, 2026, Morgan Stanley (NYSE: MS) analyst Joseph Moore lowers his price target for the stock to $43 from $49.

IonQ trades at $31.42 when the update is posted, about 37% below Moore’s new target. A price target is an analyst’s estimate of where a stock could trade, not a guaranteed future price. The lower target follows a sharp decline in IonQ shares on October 14.

That decline comes after IonQ announces a $2 billion financing deal with Heights Capital Management. The deal includes 20.5 million new shares at $40 each and 29.5 million pre-funded warrants tied to shares at the same price. Heights also receives 100 million warrants it can exercise at $69.46 per share over seven years.

New shares and warrants can dilute existing shareholders, meaning each current share represents a smaller portion of the company if more shares enter the market. The $40 offering price is above IonQ’s market price of less than $32 at the time, as highlighted by The Motley Fool. IonQ says the funding supports commercialization of its quantum platform.

By 1 p.m. ET on October 14, IonQ is down about 9%. The offering follows a $1.3 billion stock deal for Elisity, while D-Wave and Rigetti each fall 4%, as highlighted by 24/7 Wall Street. At $31.42, IonQ is down $3.31, or 9.53%, with trading volume of about 40.96 million shares.
